Oleh Kotenko, the commissioner for missing persons, said the figure includes both the dead and the captured.

He said about 60-65% of missing persons usually turn out to be in captivity, while the rest might not be alive.

*"We hope that those people we are looking for as missing persons are indeed captured (and not dead),"* Kotenko said on television, as quoted by Ukrainian news outlet New Voice.

Since the start of Russia's full-scale invasion last February, Ukraine has brought back 2,235 prisoners of war from Russian captivity, President Volodimir Zelenski said.
