# Consumer claims surge 78% in Moldova, driving new digital portal

Consumer petitions in Moldova surged by 77.8% year-on-year in the first half of 2026, prompting state authorities to accelerate digital public service reforms.

To streamline complaint resolution, officials have integrated a dedicated Consumer Protection module into the national eDemocracy platform. The portal allows citizens to submit grievances online without needing to navigate the country's complex web of 12 separate regulatory bodies.

**A unified system for consumer rights**

Currently undergoing public testing, the digital module is scheduled for its official release in October.

The initiative stems from broader digitalization goals and the need to solve institutional fragmentation. Historically, consumers struggled to identify which of the 12 competent state bodies handled specific market violations.

The State Inspectorate for Non-Food Product Surveillance and Consumer Protection reported 1,275 petitions in the first half of 2026, up from 717 during the same period in 2025. Officials noted that caseloads nearly doubled despite staff numbers remaining unchanged, with substandard services topping the list of complaints.

**Two-step digital filing process**

Developed by the e-Governance Agency alongside Expert-Grup and the Ministry of Economic Development and Digitalization, the platform offers a streamlined two-tier procedure.

First, consumers submit an informal complaint directly to the merchant, requiring no digital signature. If the dispute remains unresolved, the user can elevate the claim to a formal legal petition aimed at state regulators directly through the portal.

Formal petitions submitted to state agencies require an electronic signature in compliance with national legislation. If a merchant resolves the issue during the initial stage, the process closes automatically without bureaucratic intervention.

**Bridging the rural digital divide**

While consumer advocates praise Moldova's status as a regional leader in e-governance, industry experts emphasize the need for public education outside major urban centers.

An estimated 90% of current petitioners reside in the capital city of Chișinău. Experts point out that rural residents often remain hesitant to claim their rights, particularly over small transactions worth €1.50–€2.55 (approx. 30–50 MDL).

The ongoing pilot phase allows civil society, businesses, and regulatory agencies to review the system and suggest technical adjustments before the official October launch.
