# Moldovan trade unions push for labor reform and tax cuts

> The National Trade Union Confederation of Moldova (CNSM) has submitted a broad package of legislative amendments aimed at strengthening employee protections, expanding trade union independence, and raising personal tax allowances. The proposals were formally reviewed during a Confederal Committee meeting on Thursday, August 20, 2026.

The National Trade Union Confederation of Moldova (CNSM) has submitted a broad package of legislative amendments aimed at strengthening employee protections, expanding trade union independence, and raising personal tax allowances. The proposals were formally reviewed during a Confederal Committee meeting on Thursday, August 20, 2026.

Under the proposed Labor Code revisions, employers would be legally barred from interfering in union affairs. The confederation also seeks to abolish mandatory probationary periods for early-career professionals during their first five years in a specialized field, while linking annual leave entitlements directly to total length of service.

**Expanded personal tax exemptions and social deductions**

In its official appraisal of upcoming fiscal legislation, the confederation called for raising the annual basic personal tax allowance from €1,766 (approx. 34,620 MDL) to €2,378 (approx. 46,600 MDL). The initiative also advocates higher tax exemptions for dependents, including children and retired parents.

Union leaders further requested full tax deductibility for membership dues and expanded deductible allowances for medical expenses, prescription drugs, and rehabilitation treatments. CNSM stressed that fiscal policy must reflect real income dynamics and the socio-economic vulnerability of the national workforce.

**Occupational safety across small and medium-sized enterprises**

The Confederal Committee advanced a bipartite collective agreement outlining an occupational health and safety assessment guide tailored to micro and small enterprises. The initiative prioritizes preventive action and active worker participation over formal compliance.

According to confederation data, small and medium-sized enterprises account for approximately 99.2% of all reporting businesses in Moldova and employ 65.5% of the formal workforce. The guidelines will soon be submitted to the Ministry of Labor and Social Protection for review within the specialized tripartite working group.

**Strategic agenda and institutional leadership**

The leadership finalized union priorities for the second half of 2026, focusing on minimum wage revisions, public-sector wage reform, and the 2027–2032 strategic roadmap. Delegates also approved amendments to be presented before the National Commission for Collective Consultation and Negotiations.

The committee concluded the session by renewing the leadership of the CNSM Youth Commission following the end of Emilian Glavan's term. Sergiu Suruceanu, vice president of the "Sindindcomservice" Federation, was elected as the commission's new president.
