#  Business community seeks less bureaucracy and predictable tax rules

Excessive bureaucracy and an unpredictable regulatory framework are major obstacles to investment, as the business community noted during recent meetings between Prime Minister Vasile Tofan and representatives from the Foreign Investors Association, the European Business Association, and the American Chamber of Commerce in Moldova.

To attract more capital, entrepreneurs urged simplified procedures, clear rules, and stronger fiscal and legislative predictability. The discussions focused on identifying solutions to make the Republic of Moldova a more attractive destination for investment.

Fiscal and legislative predictability was highlighted as a key priority during discussions. Business leaders also emphasized the importance of developing human capital, improving access to finance, and enhancing competitiveness in the energy sector.

Additionally, the private sector underscored the need to protect property and investments, accelerate digitalization, and create favorable conditions for innovative entrepreneurship.

Revitalizing the economy is the government's top priority, Prime Minister Vasile Tofan stated. He emphasized that the country’s development relies heavily on a robust private sector.

"Our number one priority is to revitalize the economy. In order to develop the country, we need a strong and successful business sector", the Prime Minister said.

The Head of Government announced that the authorities aim to transform the Republic of Moldova into an environment that is as favorable as possible for entrepreneurs and investors. This includes efforts to reduce administrative costs and simplify regulations.

"Our goal is for the Republic of Moldova to become the most business-friendly country in Europe, offering conditions for entrepreneurs and investors that are better than those in other countries in the region," stated Vasile Tofan.

The Prime Minister said achieving this goal requires reforming the state’s operations by implementing simpler rules and ensuring authorities take responsibility for their decisions. 

“To accomplish this, we need an efficient state that operates at a lower cost, along with rules that are simpler and more user-friendly. We must also be prepared to take ownership of our decisions,” said Tofan.

The government asserts that economic development should increasingly depend on domestic production capacity, attracting capital, and generating revenue, rather than relying on remittances or external support. In this regard, the Executive emphasizes the importance of streamlining state operations, improving regulations, and creating competitive conditions for investment as key priorities.

Additionally, European integration is expected to play a significant role. Authorities believe that access to larger markets and the financing instruments available through the Growth Plan can help attract investment, expand local production, and boost the economy's value added.

The Prime Minister assured that the government would maintain its agenda of deregulation and reducing bureaucracy, as well as advancing the digitalization of public services for businesses.

According to the Executive, stable regulations and efficient institutions are crucial for attracting private investment.

*"Investment flows to where there is trust. Trust is established through stable rules, efficient institutions, and the government's ability to transform concerns raised by the business community into tangible solutions,"* concluded Vasile Tofan.
