# Moldova to fund IVF for uninsured couples in demographic drive

Moldova will extend state-funded in vitro fertilisation services to uninsured couples, investing €2.6 million (approx. 50 million MDL) through 2030 to counter declining birth rates and ease access to fertility treatments.

The initiative is part of the National Sexual and Reproductive Health Programme for 2026–2030, approved by the government on September 16. Officials expect the number of state-backed IVF beneficiaries to surge from 37 to 1,000 over the four-year implementation cycle.

**Shift to clinical eligibility**

Currently, the state covers IVF procedures only partially and restricts eligibility to insured citizens who meet specific medical criteria. The new framework lifts insurance status as a mandatory pre-condition.

*“Under this programme, we are expanding the mechanism so that funding eligibility is determined primarily by clinical criteria rather than insurance status,”* said Health Minister Alexandru Gasnaș during the cabinet meeting.

Gasnaș noted that infertility currently affects one in eight citizens aged 18 to 59, including nearly one in seven women. In 2025, Moldova recorded 22,100 births—a 6.6% year-on-year drop—while the total fertility rate stood at 1.68, well below the generational replacement threshold of 2.1. Maternal mortality reached 13.5 per 100,000 live births.

To qualify, candidates must be under 40 years of age at the start of the procedure and meet required ovarian reserve thresholds, such as an anti-Müllerian hormone level of at least 1.1 ng/ml or a minimum of five bilateral follicles. Clear medical contraindications, including severe chronic conditions, active infections, or neoplasms, remain in effect.

**Multi-source programme budget**

The overall programme budget amounts to €8.9 million (approx. 171.3 million MDL). Financing combines 43.1 million MDL from the state budget, 79.6 million MDL from mandatory health insurance funds, and 48.7 million MDL in external grants from development partners.

Earlier this year, the National Health Insurance Company (CNAM) earmarked 2 million MDL for 45 IVF cycles, though administrative licensing hurdles prevented procedure reimbursements in the first half of 2026.

Alongside reproductive health, the cabinet underscored broader regional hospital investments. Prime Minister Vasile Tofan highlighted the recent reopening of a renovated intensive care unit at the Telenești District Hospital, modernised through a 1-million-MDL investment from CNAM’s development fund.
