# Iuliana Garam, a WHO Moldova coordinator, appointed State Secretary at the Ministry of Health

> On Wednesday, the government appointed Iuliana Garam as State Secretary at the Ministry of Health. In this new role, she will coordinate the modernisation of how medical services are planned and delivered, focusing on directing funding toward the services that best meet the population's needs.

On Wednesday, the government appointed Iuliana Garam as State Secretary at the Ministry of Health. In this new role, she will coordinate the modernisation of how medical services are planned and delivered, focusing on directing funding toward the services that best meet the population's needs.

Since July 2019, Iuliana Garam has worked at the World Health Organization (WHO) office in the Republic of Moldova, coordinating programs related to health systems and public health. Before that, she spent about 15 years at the National Health Insurance Company.

Her experience focuses on health policies in areas such as healthcare service financing, digital transformation, and managing access to medicines and medical technologies. According to the Ministry of Health, Iuliana Garam also has experience in coordinating external assistance.

*"In the context of the reforms we are promoting—service regionalization, digitalization, health technology assessment, and the modernization of financing mechanisms—we aim to consolidate a more coherent system architecture, where funding follows patient needs, service complexity, and achieved outcomes,"* stated Minister Alexandru Gașnaș during the Cabinet meeting.

The new State Secretary will begin her role at the Ministry of Health on October 1. Iuliana Garam holds a Master’s degree in Economics and graduated from the School of Public Health Management at the "Nicolae Testemițanu" State University of Medicine and Pharmacy, where she earned her Master’s degree in Public Health Management.

At the same meeting, the Government approved Mihail Jereghi's appointment as Deputy Director of the Agency for Intervention and Payments for Agriculture. Since 2023, Jereghi has served as Deputy Director General for Economic Affairs at the National Food Safety Agency.
