# Parliament clears 50-year charter for flagship Moldova Hi-Tech Park 

> Moldovan lawmakers advanced a draft law extending the operating lifespan of the Moldova Hi-Tech Park from 30 to 50 years, granting the initiative national public utility status to accelerate campus construction.

Moldovan lawmakers advanced a draft law extending the operating lifespan of the Moldova Hi-Tech Park from 30 to 50 years, granting the initiative national public utility status to accelerate campus construction.

The bill, approved in its first reading with 55 votes, allows tenant companies to retain 5% of managed funds and 10% of development program revenues to directly support ongoing park operations.

**Public ownership and campus masterplan**

The public ownership structure was established within a year of the foundational law. The central government holds a 55% majority stake through the Public Property Agency, while Chisinau Municipality and the northern suburb of Stăuceni each control 15%. 

The Technical University of Moldova (UTM) and the Nicolae Testemițanu State University of Medicine and Pharmacy (USMF) each hold a 7.5% stake to anchor research and specialized MedTech initiatives.

The masterplan designates 50 hectares for technology firms, research laboratories, startups, and academic hubs. Once complete, the campus is projected to generate over 21,000 jobs across up to 600,000 square meters of built facilities.

**Leasehold rights and critical infrastructure**

Under the proposed framework, the state will transfer public land under building leasehold rights (superficies), empowering the park administration to sublease plots to private developers for permanent construction.

*“To build, developers must hold either full property or surface rights; without these, building permits cannot be issued,”* said MP Vasile Grădinaru, deputy chair of the legal committee. *“Free loans provide zero royalties and legally prohibit construction.”*

The park has secured over €1.34 million (approx. 26.94 million MDL) in preparatory financing, led by administrator Oleg Buza and project promoter Doina Nistor. Backing includes €94,000 from Germany’s GIZ for geological surveys, €130,000 for program development, and €150,000 from the European Bank for Reconstruction and Development (EBRD).

**Urban integration and green design**

Lawmakers emphasized that declaring the site of national public utility simplifies the rollout of roads, high-capacity electrical grids, data lines, and water utilities. Transport connections will feature Moldova's first three-tier road interchange at the R6 national highway junction, alongside the extension of Bucovina Boulevard.

*“We need robust energy capacities to sustain data centers, advanced laboratories, and artificial intelligence infrastructure,”* noted MP Sergiu Lazarencu, former environment minister. *“This infrastructure will serve the park while driving economic growth across northern Chisinau.”*

The blueprint preserves at least 40% of the territory for public green zones, bike lanes, and rainwater retention systems. Lawmakers will review the legislation in a final second reading before full enactment.
