# Moldova will launch a campaign to prepare citizens for the first 72 hours of a crisis

> In November, the Republic of Moldova will launch a national campaign to prepare the population for the first 72 hours following the onset of an emergency situation. The initiative is part of a three-year program dedicated to civil preparedness for natural and cyber crises, Serghei Diaconu, Director of the National Crisis Management Center (CNMC), announced on October 9 at the Moldova Security Forum 2026.

In November, the Republic of Moldova will launch a national campaign to prepare the population for the first 72 hours following the onset of an emergency situation. The initiative is part of a three-year program dedicated to civil preparedness for natural and cyber crises, Serghei Diaconu, Director of the National Crisis Management Center (CNMC), announced on October 9 at the Moldova Security Forum 2026.

The authorities have prepared a national plan to train the public to handle the first three days of a potential disaster independently. This initiative will give households clear action guides and protocols while helping local authorities strengthen their crisis response capabilities.

"A significant initiative will take place this November, when we launch a national campaign on preparedness for the first 72 hours of an emergency. Because vulnerabilities are deeply interconnected, our strategic response must be integrated. National resilience is defined not only by the prevention of shocks but also by the systemic capacity to maintain essential functions when cascading failures occur simultaneously," stated Serghei Diaconu on the second day of the Moldova Security Forum 2026.

Preparing citizens will save lives during the initial hours following an emergency, allowing authorities to intervene directly in critical cases, the CNMC director noted.

"Those first few hours are crucial for stabilizing infrastructure. When households are prepared to handle initial challenges, emergency services can focus on life-saving priorities. This approach does not undermine the role of institutions; rather, it strengthens both society and the state," Diaconu said.

Thus, to effectively manage emergency situations, the Republic of Moldova has established a unified national platform: the Crisis Management Center. This unit operates under the Prime Minister's direct authority.

"It does not replace other institutions but ensures an overview for executive decision-making. Today, the national platform connects over 70 institutions and links decision-makers, technical specialists, and local or territorial centers," explained Serghei Diaconu.

The new strategy aligns the Republic of Moldova with European Union standards, laying the groundwork for a national culture of prevention.

*"State capabilities represent only half of the resilience equation. During large-scale disruptions, the Government can no longer respond alone. Our strategy aligns closely with the European Union, integrating a whole-of-society approach. Resilience means the ability to anticipate risks, absorb shocks, maintain essential services, and recover quickly. We are shifting from a reactive system to a genuine culture of national preparedness,"* concluded the Director of the CNMC.

The **Moldova Security Forum** is an international dialogue platform dedicated to security challenges facing the Republic of Moldova, the Black Sea region, and the European space. The event is organized by the Institute for European Policies and Reforms (IPRE), with the support of over 40 partners from Moldova, the European Union, and the United States.
