# Green finance gains ground in Moldova despite nascent bond market

Moldovan businesses are gaining broader access to green loans for energy-efficient investments, though the national green bond market remains practically non-existent, former environment minister Iuliana Cantaragiu said.

Commercial banks have begun rolling out dedicated credit facilities designed to finance sustainable upgrades, such as solar photovoltaic installations and low-consumption industrial equipment. However, accessing these funds requires applicants to meet specific criteria proving measurable ecological impact.

*“It is still in its infancy,”* Cantaragiu explained on public broadcaster Moldova 1. *“While loan options are expanding, commercial enterprises must possess the technical capacity to prove and substantiate that their investment qualifies as genuinely green.”*

**Taxonomy tackles greenwashing risks**

By contrast, the domestic debt market has yet to develop green bonds, an instrument through which companies borrow directly from institutional and private investors to finance environmental initiatives.

*“When it comes to green bonds, we are completely novice—they simply do not exist,”* the former minister noted. *“Our capital market as a whole remains at an early developmental stage.”*

To eliminate ambiguity, the Moldovan government approved a national Sustainable Finance Taxonomy in April 2026. The classification framework establishes clear benchmarks to determine whether corporate projects genuinely support decarbonisation.

*“The taxonomy essentially functions as a standardized glossary for project evaluation,”* Cantaragiu said. *“It enables banks to confirm genuine environmental impact and effectively prevents greenwashing.”*
