European Union leaders convened in Brussels on Thursday for a two-day summit to negotiate the bloc's 2028–2034 long-term budget, while reaffirming broad consensus over Moldova's accession path.

The draft summit conclusions, seen by Teleradio-Moldova, dedicate a concise paragraph to Chisinau, reflecting solid diplomatic consensus following the opening of two additional negotiating clusters earlier this week. The text avoids supplementary conditionalities, noting progress remains strictly tied to institutional benchmarks.

*“The European Council welcomes the convening of the Intergovernmental Conference on the accession of the Republic of Moldova to the European Union and the opening of Clusters 2 and 3 on 13 October 2026, looking forward to the opening of all other clusters as soon as possible, in accordance with the merit-based approach,”* the draft declaration states.

**Budgetary divisions dominate plenary agenda**

While Moldova’s accession trajectory generated no formal dispute, discussions surrounding the multi-annual financial framework (MFF) triggered sharp divisions between net contributors and beneficiary member states. The European Commission initially proposed a spending ceiling near €2 trillion over seven years, equivalent to 1.26 percent of the bloc’s gross national income (GNI).

That proposal incorporates post-pandemic debt repayments amounting to roughly €25 billion annually starting in 2028. It also consolidates 50 funding instruments into 16, creates a Competitiveness Fund for industry and defense, and establishes national partnership plans granting capitals greater spending autonomy over agricultural and cohesion envelopes.

A northern coalition comprising Germany, the Netherlands, Austria, Sweden, Finland, and Denmark has demanded aggregate reductions running into hundreds of billions of euros. Germany’s Friedrich Merz has advocated capping the envelope at €1.6 trillion, while Sweden demands contributions remain below 1.0 percent of national income, and the Netherlands seeks a €1.5 billion reduction in its annual net contribution.

**Compromise proposals face headwinds**

The rotating Irish presidency sought to reconcile positions by trimming €159 billion in current prices from the Commission's initial draft. The concession failed to satisfy Berlin and its allies, who conveyed their objections in a formal letter to European Council President António Costa ahead of the summit.

The European Commission has similarly resisted unilateral cuts to planned envelopes, warning that resource constraints could impair common strategic targets. Emerging splits within the "frugal" group—over whether to compress the overall budget or merely trim national liability—further reduce the likelihood of immediate consensus, raising expectations that final deliberations could extend beyond year-end.

Beyond budgetary disputes, leaders are scheduled to address security support for Ukraine, continental energy supplies, and broader migration policy. Ukrainian President Volodymyr Zelensky is slated to participate following talks in London, where British Prime Minister Andy Burnham pledged sustained financial and defense backing.
