# Russian occupation prevents Transnistrian region from appearing on the new map, Vasile Tofan

The Transnistrian region was not included in the Republic of Moldova’s new administrative reorganization into three regions, as the authorities in Chișinău do not exercise control over this territory. Prime Minister Vasile Tofan explained that the current priority remains reintegrating the region, rather than creating administrative structures that cannot, for the time being, be implemented.

The Transnistrian region could form a separate administrative unit—designated as the "East"—or it might be incorporated into a different territorial structure. However, Prime Minister Vasile Tofan said on Exclusiv TV that no decision has been made yet.

The head of government noted that the report on administrative-territorial reform mentions the territory on the left bank of the Nistru; nevertheless, the authorities' primary objective remains its reintegration.

"There could be an 'Eastern' region, or perhaps a different delineation for this territory—I do not wish to speculate. Naturally, the report addresses the region on the left bank of the Nistru. It is, of course, part of Moldova. However, I believe we must avoid creating an illusory reality in which we pretend to control this region today. This area is under Russian occupation, and I believe we should focus on how to reintegrate it, rather than devising schemes and various theoretical models while we still lack control over it," Vasile Tofan stated.

The new administrative-territorial map of the Republic of Moldova, recently unveiled to the public, proposes replacing the 32 districts with three regions—North, Center, and South—and reducing the number of local administrative units from 898 to 273. The reform is intended to be implemented alongside the 2027 local elections.

According to the Government, this reorganization aims to reduce administrative fragmentation, strengthen the capacity of local authorities, and ensure a more efficient use of public funds.

The authorities justify the reform by noting that 87% of the country’s local administrative units have fewer than 3,000 inhabitants, limiting their ability to develop projects and provide quality public services.

The new structure also entails a redistribution of the competencies currently held by district councils. Certain responsibilities—including the management of specific public institutions and assets—will be transferred to the local administrative units, while the regions will focus primarily on regional development and joint projects.

The legislative proposals required for this reform are set to undergo public consultation and be debated in Parliament by the end of this year.

Until the 2027 local elections, the existing local administrative units will continue to operate within their current boundaries and with their current budgets.
