The Moldovan Parliament voted on October 22 to double the financial thresholds for Small and Medium-sized Enterprises (SMEs), expanding support access for 147 growing companies under European criteria.

**Expanding business support**

Under the approved first-reading initiative, the SME turnover ceiling increases from €25 million to €50 million (approx. $54 million or 975 million MDL, BNM rate). The asset threshold will also rise from €21.5 million to €43 million.

The legislation introduces the “small mid-caps” category for companies that outgrow SME status. This tier aims to support businesses in advanced growth stages facing difficulties when transitioning directly to large enterprise classifications.

Lawmakers noted that lacking this intermediate category discourages business expansion, as companies exceeding the thresholds risk losing access to specialized state support.

*“In practice, this situation generates an abrupt transition, as enterprises exceeding 249 employees face a legal regime and compliance requirements specific to large companies,”* the explanatory note stated.

**Export financing mechanisms**

The draft law also creates a dedicated funding framework for export activities. It will provide export credit guarantees, direct financing, refinancing options, and interest rate subsidies.

Through these instruments, authorities aim to diversify funding sources, reduce exclusive reliance on commercial bank lending, and strengthen alternative support mechanisms for local producers.

The SME sector remains the primary engine of Moldova's economy. It accounts for 99.6 percent of all enterprises and generates over 72 percent of the national turnover.
