Moldovan Prime Minister Vasile Tofan and International Monetary Fund (IMF) mission chief Alina Iancu discussed the government's reform agenda and the country's economic outlook during an official meeting in Chișinău on Thursday.

**Fiscal policy and structural reforms in focus**

The talks took place during an IMF mission to Moldova scheduled for October 21–28. Officials discussed fiscal policy, public financial management, structural reforms and the energy sector.

They also reviewed social protection measures, ways to stimulate economic growth and priorities for attracting investment.

The discussions provided an opportunity to assess the government's economic priorities, planned reforms and how the IMF could continue supporting Moldova, Iancu said.

*“We welcome this opportunity to engage in dialogue with the new government, discuss economic policy priorities and reforms, and explore how the IMF can continue to provide support,”* Iancu said.

**Government prioritises sustainable economic growth**

Tofan reaffirmed the government's commitment to responsible economic policies aimed at maintaining macroeconomic stability, ensuring sustainable public financial management and stimulating economic development.

*“We are counting on sustainable economic growth driven by investment, the removal of barriers to business, the promotion of entrepreneurship and competition, higher productivity, and greater efficiency in state-owned enterprises, including through privatisation where appropriate — not on growth fuelled primarily by unsustainable public spending. Fiscal discipline and economic development must go hand in hand,”* Tofan said.

The two sides agreed to maintain open and constructive dialogue and make use of the IMF's expertise in areas considered priorities for Moldova's economic development.

**Previous IMF programme and new policy framework**

Moldova's previous IMF-supported programme expired in October 2025. The source report puts the undisbursed final tranche at approximately $170 million, attributing the shortfall to delays in implementing budgetary and governance reforms. The precise amount and stated cause require further documentary verification.

In May 2026, Moldova and the IMF reached a staff-level agreement on a new 36-month Policy Coordination Instrument (PCI). Unlike a lending arrangement, the instrument provides no direct financing. It is intended to support economic policies and structural reforms while helping anchor fiscal discipline and macroeconomic stability.
