Moldova is working to align its digital rules with EU standards so electronically signed documents could eventually be accepted by European institutions, reducing the need for citizens abroad to travel home for paperwork.

**Digital documents without borders**

Moldova aims to make electronically signed documents usable by institutions across the European Union, allowing citizens living abroad to handle administrative procedures remotely. Authorities are working to align national legislation and develop systems for electronic document exchanges between Moldovan institutions and their EU counterparts.

The changes could particularly benefit Moldovans who need documents for education, medical treatment or dealings with public authorities in their countries of residence. Instead of returning to Moldova to obtain paperwork, they could eventually sign and send documents electronically.

Making this possible requires more than putting public services online. Digital systems must be interoperable, while electronic signatures and data exchanges must meet European requirements.

*“A document from Moldova, signed at home with a signature that is valid and recognised by the EU, should be sent in a second to an authority in Italy, for example, for our citizens abroad. They should not have to come back to Moldova to get an apostille, collect the physical document, go to a notary, have it translated and then take it to another authority,”* Michelle Iliev, state secretary at the Ministry of Economic Development and Digitalization, said on Moldova 1’s *Vector European* programme.

**Medical records and education documents**

The proposed system could also facilitate the transfer of medical records and documents needed to continue studies. Information about treatment or academic qualifications could be exchanged more easily between institutions in Moldova and those in Europe, subject to the applicable legislation.

*“Whether we are talking about medical documents, treatment, school or academic diplomas, everything should be easy to transfer, along with the data exchange. This infrastructure is being built on the basis of this chapter,”* Iliev said.

**EU rules and cybersecurity**

The preparations form part of Moldova’s broader effort to align its digital framework with EU rules. Chapter 10 of the EU accession negotiations covers information society and media, including electronic communications, digital services, cybersecurity and media.

Authorities aim to improve public services while creating a safer online environment.

*“Chapter 10 covers everything that happens in the digital space. This includes interaction with the state and better, more secure public services. We see what is happening in cyberspace and are creating a framework that makes companies developing solutions more accountable and helps protect every citizen when interacting online,”* Iliev said.

According to the authorities, Moldova has already made progress in aligning its electronic communications legislation with EU requirements. Amendments concerning digital identity and electronic signatures are also being prepared.

The government has set a target of fully transposing the EU’s NIS2 Directive on cybersecurity into national legislation by the end of 2026.

**Digital infrastructure targets for 2030**

Digital integration also depends on expanding the country's communications infrastructure. Moldova's targets for 2030 include internet speeds of at least 100 Mbps and 5G network coverage across at least a quarter of the country's territory.

These measures are intended to support more accessible digital services and strengthen Moldova's integration into the European digital space.
