# Experts and authorities discuss victim protection from violence in Chișinău

> Although reports have increased, the statistics do not reflect the true scale of violence in the Republic of Moldova. Prejudices and the fear of stigma prevent many victims from reporting abuse. The development of interventions and their impact are being examined during a conference held in Chișinău from November 29 to 30.

Although reports have increased, the statistics do not reflect the true scale of violence in the Republic of Moldova. Prejudices and the fear of stigma prevent many victims from reporting abuse. The development of interventions and their impact are being examined during a conference held in Chișinău from November 29 to 30.

The 24 member organisations of the "Life Without Violence" National Coalition organise the event, which brings together representatives from central and local authorities, specialists in preventing and combating violence, activists, journalists, medical professionals, and legal experts.

Experts from Austria and Romania have also been invited to the conference, where discussions will focus on the structural causes of violence and ways in which institutions and civil society can intervene more effectively.

"In terms of legislation, the Republic of Moldova has made major progress; in recent years, we have managed—with remarkable speed—to update the legislative framework to account for new forms of violence and the challenges that have emerged," stated Andreea Neaga, Communications Manager for the "Life Without Violence" National Coalition, during the program "Buna Dimineata" on Moldova 1.

According to her, concepts such as femicide, digital violence, harassment, and stalking have been incorporated into the legislation. However, the existence of a legal framework—absent other intervention measures—does not guarantee the protection of victims. The implementation of these provisions depends on available human and financial resources, as well as on cooperation between state institutions and civil society organizations.

One obstacle is victims' reluctance to seek help. Andreea Neaga noted that 54% of women who experience abuse do not seek assistance, and fewer than 10% of those facing violence report the situation to the authorities. Shame, stigmatization, and the pressure to keep the family together can prevent victims from speaking out about the abuse or leaving a violent relationship.

*“No one stays in a violent relationship by choice; however, economic dependence and social pressure impair one’s ability to escape the abuse,”* the specialist explained.

Andreea Neaga also addressed the need for rehabilitation programs for aggressors, noting that behavioral therapy can help bring about changes in conduct. One example is the center in Drochia, established by the organization “Artemida” a member of the Coalition.

Preventing violence also requires long-term education—starting in childhood—focused on fostering relationships built on equality and respect.

"Educating society in a spirit of non-violence and equality begins in schools—it begins in kindergartens," the spokesperson noted.

This year’s conference aims to bring to the forefront the experiences of women who have survived violence, ensuring that authorities listen to them and take their needs into account when developing and implementing protection policies.

Participants will discuss the responsibilities of institutions, victims' access to support services, and the measures required to prevent abuse. According to the Coalition representative, combating violence requires not only authorities' intervention but also the involvement of society as a whole.
