Ukraine has requested an emergency UN Security Council meeting after Russian strikes killed 20 people and injured more than 80 in three Ukrainian cities on October 29.

**Ukraine seeks international response**

Ukraine's Permanent Representative to the United Nations, Andrii Melnyk, announced the request on Friday, October 30. He said the emergency meeting would address Russian attacks on civilians in Dnipro, Chernihiv and Kremenchuk. No date for the meeting has been announced.

*“Residential buildings, civilian infrastructure and railway facilities were hit, demonstrating Russia's blatant disregard for human life,”* the Ukrainian Foreign Ministry said.

**Three cities hit in deadly attacks**

In Dnipro, a Russian drone struck a platform at the city's railway station, killing 15 people and injuring 14 others. A passenger train bound for Zaporizhzhia was at the station when the attack occurred.

In Chernihiv, a Russian strike on the city centre killed two 15-year-old girls and injured 35 people. In Kremenchuk, Poltava region, a Russian drone hit a residential building, killing three people and injuring another 32.

**Sybiha calls for stronger international pressure**

Foreign Minister Andrii Sybiha described the attacks as *“another flagrant violation of international law and the UN Charter.”*

He accused Russia of using its status as a permanent member of the UN Security Council to prevent the body from fulfilling its mandate. Sybiha called for increased international pressure on Moscow and additional military assistance for Ukraine to deter further attacks.

Russia is one of the five permanent members of the Security Council and holds veto power over substantive resolutions. This allows Moscow to block draft resolutions that require the Council's substantive approval.
