Russia is expected to make further attempts to destabilize the Republic of Moldova in the coming months and beyond, seeking to obstruct the country’s European integration. President Maia Sandu issued the warning on November 6.

According to the head of state, Moscow aims to prompt several European Union member states to question the Republic of Moldova’s accession to the EU.

"In the coming months—and beyond—we will see further attempts by the Russian Federation to destabilize the situation and create the perception of instability in the Republic of Moldova. The goal is to create obstacles, spark questions among member states, and hinder our path toward EU accession", stated Maia Sandu at the Presidential Office, following a meeting of the Supreme Security Council (SSC).

The President added that "we must be prepared and respond accordingly—first and foremost to maintain stability and peace here at home, and secondly, to ensure our European path is not discredited."

The head of state suggested that the recent decoration of separatist leader Vadim Krasnoselski by Russian President Vladimir Putin is part of this same destabilization plan.

As a result, Krasnoselski will be prohibited from leaving the territory of the Republic of Moldova for five years after he returns from Russia.

Prime Minister Vasile Tofan explained that the authorities in Chisinau opted for this measure to avoid a provocation by Moscow, which might seek to incite new tensions and hinder the Republic of Moldova’s European path.

According to the head of government, an outright entry ban would have provided Krasnoselski with a pretext to remain in Russia. Instead, he will be permitted to return to Tiraspol, but will be barred from leaving the Republic of Moldova for five years.

"Comrade Krasnoselski is free to return to Tiraspol, but he must stay there for the next five years," the Prime Minister said, while also expressing doubt about whether he would actually return to the Republic of Moldova at all.

Vasile Tofan added that the separatist leader does not hold Moldovan citizenship.

In recent years, the Republic of Moldova has faced several attempts at destabilisation attributed to the Russian Federation, including disinformation campaigns, cyberattacks, illicit financing, and efforts to influence electoral processes.

During the 2024 presidential elections and the constitutional referendum, authorities in Chișinău denounced vote-buying schemes coordinated through networks linked to fugitive oligarch Ilan Șor and financed from Russia.

Attempts at interference persisted in the context of the September 2025 parliamentary elections, with international observers reporting instances of illicit financing, cyberattacks, and extensive disinformation campaigns.

According to the authorities of the Republic of Moldova and representatives of European institutions, these actions were aimed at undermining trust in state institutions, exacerbating societal tensions, and influencing the political choices of citizens—including their stance on European integration.
