The government aims to ensure a more effective public-private partnership, thereby eliminating corrupt interests in interaction with the state. A draft law, which also provides for the elimination of the possibility of concessioning profitable state-owned enterprises, was approved today in the Executive meeting.
"We exclude the possibility of concessioning profitable state enterprises. It establishes clearer mechanisms for financing public-private partnerships, including provisions stipulating that the financing of investments is made from financial resources provided by the private partner and not from investments financed from the revenues, already after the concession. The major objective is to modernise the institution of public-private partnership and to include the legislative gaps," said Dumitru Alaiba, Minister of Economic Development and Digitisation.
Dumitru Alaiba also noted that the law was drafted on the basis of unpleasant experiences in the past, such as the concession of the Chisinau International Airport or the Auto Stations, which damaged the state's assets.
In 2013, Chisinau International Airport was concessioned to Avia Invest and returned to state management at the end of March. The authorities claim that the state has lost revenues worth about 1.6 billion lei.
