Reorganisation of the State Road Administration approved in first reading

The Parliament approved in the first reading the draft law providing for the reorganisation of the State Enterprise "State Road Administration" into a joint-stock company (SA) "National Road Administration" with full state capital.

The reorganisation will be carried out in three stages. In the first stage, the assets of the State Road Administration will be evaluated, in the second stage - the consolidation of the shareholdings through the acquisition by the State of the privately owned shareholdings, and the last stage involves the absorption of the joint-stock companies specialising in the maintenance of public roads.

Within 18 months from the date of entry into force of the law, the Public Property Agency will hand over the publicly owned land areas of the state-owned national roads to the central road infrastructure authority. The central authority shall also transfer the national roads and the areas of land owned by the State and related to the national roads to the State Public Property Agency at the balance sheet value, with their subsequent valuation, under the terms of the concession contract concluded between the State Public Property Agency and the National Road Administration for a period of 35 years.

The purpose of the reorganisation is to exclude ambiguities with regard to the competence of the public administration authorities responsible for the administration and management of the national roads and of the public land belonging to the State on these roads. It also aims at strengthening and reinforcing the capacities of the State Road Administration, improving the mechanism for the distribution of Road Fund resources, and clarifying the responsibility for the administration and use, according to the purpose, of the resources allocated from the Fund.
