Promo-LEX Report: The Tiraspol administration continues to ignore the findings of the European Court of Human Rights
The consequences of the Russian military invasion in Ukraine, the lack of effective mechanisms for the defence of human rights and the persecution of civic activism, are just a few aspects identified by the Promo-LEX Association in the field of respect for human rights in the Transnistrian region during 2022. All Promo-LEX findings were published in the report called: "Human rights in the Transnistrian region".

"The so-called administration of the Transnistrian region continues to ignore the findings of the European Court of Human Rights, to restrict the access of certain categories of specialists to the region and to persecute the inhabitants of the left side of the Dniester, said the director of the Promo-LEX Program", Vadim Vieru.
"The access of human rights defenders, the access of various categories of specialists in the Transnistrian region is restricted including on individual cases. Abuse, illegal detention, denial of medical assistance, ill-treatment. These problems, which we found, are repeated from year to year and are largely due to the lack of consistency and lack of substance in the reintegration policies promoted in the last 30 years. In these policies, human rights were placed last", said Vadim Vieru.
According to the authors of the report, the most recent obstacle to the defence of fundamental human rights and freedoms was the ban on submitting complaints and referrals to national and international institutions. Additionally, uncomfortable persons or those who promote and formulate ideas that contradict the messages of the so-called leadership from Tiraspol are immediately put through the procedures of the repressive system, lacking legitimacy and guarantees.
One of the most recent cases is the illegal sentencing, to three years and six months of imprisonment, of the civic activist from the left of Dniester, Victor Plescanov, who openly criticised Russia's invasion of Ukraine, said Promo Lex lawyer, Pavel Cazacu.
"*We are currently in a situation where, even if he was sentenced in Tiraspol, even if there is apparently a final and irrevocable sentence, the file remains a secret, both for us as lawyers and for the relatives, but especially for Victor. Until now, he does not have a copy of the alleged sentence", said Pavel Cazacu.
Previously, the deputy prime minister for reintegration, Oleg Serebrian, stated in a press conference that the so-called foreign minister from the left of Dniester, Vitali Ignatiev, informed Chisinau that Victor Plescanov's life "would be out of any danger".
According to Oleg Serebrian, Tiraspol's representatives did not provide "a clear answer" to Chisinau's requests regarding the urgent visit of OSCE representatives to the penitentiary where Victor Plescanov is located.
TRM.MD recalls that the Report "Human rights in the Transnistrian region" is a periodic edition, produced by the Promo-LEX Association, and contains findings, analyses, conclusions and recommendations regarding the human rights situation on the left side of the Dniester.
