Dorin Recean: Moldova is under hybrid attack by the Russian Federation, but manages to strengthen state institutions

The Republic of Moldova is under hybrid attack by the Russian Federation, but has managed to strengthen state institutions to cope with these challenges, Prime Minister Dorin Recean said at the opening of the Forum on Security in the Black Sea and Balkan Region in Bucharest.

Romanian Prime Minister Nicolae Ciucă said that the security threats in the Black Sea area from the Russian Federation require the presence of allies in the region.

The effects of the war unleashed by the Russian Federation in Ukraine are felt most at regional level, said Prime Minister Nicolae Ciucă. According to the official, the countries in the region need to properly assess the security and safety situation in order to act appropriately.

"A large part of the components of this large-scale Russian war of aggression in Ukraine. We have the clearest definitions of a war of conquest, but also of a neo-colonial war. In terms of threats, we must remember Russia's abuse of entire areas of the Black Sea, not only in Ukraine, where it has announced ongoing military exercises", Nicolae Ciucă said.

Chisinau Prime Minister Dorin Recean said that the Republic of Moldova understood its role in the current security architecture. It must participate in regional security, including by defending its border, which is also the border of the European Union.

"We have strengthened the capacities of Moldova's institutions to face these challenges, and from now on we must also focus on the security agenda. The Republic of Moldova has made a huge leap in terms of understanding the status of neutrality, what it is and what it is not. We understand that the status of neutrality cannot protect you where it is not respected", concluded Dorin Recean.

The 7th Black Sea and Balkans Security Forum will examine all types of security risks and threats, in particular in the light of the war unleashed by the Russian Federation in Ukraine. Officials and experts from Chisinau will address the challenges facing the Republic of Moldova in this regional context.
