Adrian Lupușor: The pace of reforms in 2022 was quite slow in relation to citizens' expectations
The pace of reforms in 2022, in certain areas, was quite slow in relation to citizens' expectations. One reason would be that the adaptation to the systemic changes was not successful. The drought and the war in Ukraine, which generated the energy crisis and the refugee crisis, as well as inflation, tested the Government's capabilities.
In this context, crisis management was appropriate to the situation created, said the executive director of "Expert Grup", Adrian Lupușor, in the presentation of the 2022 State of the Country Report.
According to him, the trust of external partners has increased, giving the Republic of Moldova the status of a candidate country for EU accession, but also considerable support in managing the crisis.
"We have found that the main factor that determines a faster approach to reforms is the external one. Internally, there are not enough capacities and probably also the will to promote reforms strictly directed by internal bills. When we talk about external pressure, we are talking about a negative pressure, for example, the global energy crisis, which determined for the first time since the independence of the Republic of Moldova a real energy security agenda and clear and firm actions in the direction of strengthening energy security. Positive pressure in the context of the memorandum with the IMF or those conditionality established by the European Commission when the status of a candidate country was conferred, is also a form of positive pressure", said Adrian Lupușor.
Adrian Lupușor also mentioned that one of the Government's priorities in 2023 should be the reform of the Public Administration, which involves not only the modification of the financing and salary system, but also ensuring the flexibility of public institutions, examining the mechanisms that prevent the implementation of reforms.
