OSCE Parliamentary Assembly calls for transformation of the Dniester peacekeeping mission into an international civilian one
The OSCE Parliamentary Assembly, meeting in Vancouver, Canada, at its 30th annual session, adopted a Resolution on the situation in the Republic of Moldova. It calls for the transformation of the Nistru peacekeeping mission into an international civilian one. According to the former deputy prime minister for reintegration, Alexandru Flenchea, this request was made by the Republic of Moldova 20 years ago.

For the first time, delegates invited all relevant actors to initiate political discussions with a view to transforming the current peacekeeping mission in the Transnistrian region into a multilateral civilian mission under a recognised international mandate, reflecting real needs. At the same time, the members of the OSCE Parliamentary Assembly recognise that the Transnistrian dispute continues to pose a threat to security and stability in the OSCE area and that talks in the "5+2" negotiating format are suspended as a result of the Russian Federation's war of aggression against Ukraine.
At the request of Radio Moldova, former Deputy Prime Minister for Reintegration Alexandru Flenchea said that the OSCE decision was taken in the context of the war in Ukraine and will have no impact on the settlement of the Transnistrian conflict. At the same time, the security expert noted that the peacekeeping mission will not be able to change its objectives, as these have been agreed and adopted by all OSCE states.
The OSCE Parliamentary Assembly urges the Russian Federation to withdraw its military troops and ammunition stocks from the territory of the Republic of Moldova, in accordance with the constitutional provisions of neutrality and the decisions adopted by the OSCE in 1999 at the Istanbul Summit, and in 2018 by the UN General Assembly.
The Security Zone Pacification Mission was established 31 years ago by the warring parties following the Agreement signed by the Russian Federation and the Republic of Moldova in July 1992. Subsequently, a third part of the peacekeepers - the Transnistrian region - was created within the framework of the Unified Control Commission. At present, there are 15 permanent posts of these peacekeepers in the Security Zone and the total number of troops in the mission is 1,300.
