The Committee of Ministers of the Council of Europe summons Russia again regarding the execution of ECHR judgments in the Transnistrian cases

The Committee of Ministers of the Council of Europe adopted a new decision regarding the Mozer group of cases vs. the Russian Federation. Thus, Russia was once again summoned to comply with ECHR rulings and "to proceed with the payment of fair compensation, together with accrued interest and to immediately present an action plan".

"Reiterating the unconditional obligation of the Russian Federation to comply with the judgments of the Court, the Committee of Ministers has repeatedly expressed its concern about the non-payment by the Russian authorities of the just satisfaction awarded by the Court and the failure to present the action plan regarding to the concrete measures taken or planned for the execution of these decisions", says a Promo-LEX press release.

If the Russian Federation will not present the action plan, the secretariat of the Committee of Ministers will prepare an analysis of the measures necessary for the execution of these decisions.

Examining the Mozer group of cases vs. the Russian Federation will continue at some of the meetings in 2024, following the assessment of that analysis.

We mention that the Mozer group consists of 43 cases that refer to various violations of the Convention that happened in the Transnistrian region between 1997-2016.

The European Court of Human Rights found several violations, including violations of the right to life, violations related to administrative/criminal proceedings, violations of the applicants' right to a fair trial in civil proceedings, violations of the applicants' property rights and interference with the applicant's right to freedom of movement.
