How to obtain Moldovan electronic signature: New centres and costs
The pilot project for issuing qualified electronic signatures at multifunctional centres has been expanded to three additional locations: Bălți, Cahul, and Basarabeasca.
According to the Public Services Agency, during the pilot phase from July 15 to September 16, the service will be available only to individuals. It will be rolled out to all multifunctional centres nationwide in the future.
The Public Services Agency (ASP) notes that with a qualified electronic signature, citizens can sign electronic documents, which carry the same legal weight as handwritten signatures.
Furthermore, a qualified electronic signature allows users to utilise the EVO mobile application (evo.gov.md), access useful information remotely through the Citizen's Personal Cabinet (mcabinet.gov.md), and obtain various digital services from the Public Services Portal (servicii.gov.md).
To obtain an electronic signature on a USB token at ASP multifunctional centres, citizens should follow these steps:
- Visit the STISC portal: www.semnatura.md;
- Fill out the online electronic form;
- Make the payment through MPay;
- Present themselves at the Multifunctional Center with their identity card, the printed and signed request for public key certification with a handwritten signature, and proof of payment.
Citizens can visit one of the mentioned centres to collect the cryptographic device. Eventually, they will be able to submit applications for electronic signatures at multifunctional centres in the self-service area.
What is the cost of the service?
- Cryptographic device ePass 2003 – 135 lei.
- Service for certifying public keys for a qualified electronic signature valid for 1 year – 200 lei.
- Service for certifying public keys for a qualified electronic signature valid for 2 years – 350 lei.
