Prime Minister Dorin Recean: "The Government is prepared to address destabilization attempts"
In a social media post, he emphasized that the government is working closely with authorities in every country where polling stations are located to ensure the safety of both the voting process and the voters. This statement came following reports of hoax bomb alerts at several polling stations abroad. "As I anticipated, the attacks persist. The perpetrators fear you, which is why they've resorted to issuing hoax bomb alerts in multiple overseas polling locations," said Recean.
Additionally, the Prime Minister expressed gratitude to voters in the diaspora for their significant mobilization. "Every vote counts. Thank you for your remarkable participation, and please continue to cast your votes!" he urged.

The candidate from the Action and Solidarity Party for the presidency delivered an important message to the diaspora after several polling stations abroad were subjected to hoax bomb threats. Maia Sandu encourages Moldovans to vote with courage, stating in a video posted on social media, "Thieves are afraid of you."
"Dear Moldovans in the diaspora, thank you for your remarkable mobilization! You are a formidable force! The thieves fear you, which is why they orchestrated hoax bomb alerts at several polling stations. Do not be intimidated. Continue to cast your votes. Every honest vote contributes to saving Moldova!"
It’s noteworthy that at least four polling stations overseas were targeted by these hoax bomb threat. In response, the Ministry of Foreign Affairs emphasized that the hoax bomb threats were intended solely to disrupt the voting process.
To date, over 274,000 Moldovan citizens residing abroad have participated in the elections, surpassing the number of diaspora voters registered during the 2020 elections, which set a record.

It comes shortly after traffic on the bridge was reopened as checks were carried out after a man with a suspicious box refused to reveal its content.
"We qualify these actions as challenges to state institutions, to be accused of restricting the movement of citizens to cast their right to vote." The law enforcement officers state that they must react according to the protocols to exclude any risk to the security of citizens.
"We urge those who intentionally challenge state institutions - to refrain from such gestures and allow the correct conduct of the electoral ballot, the exercise of the right to vote of every citizen and the avoidance of unnecessary consumption of resources."
Voter turnout rate exceeded 50% by 6:00 p.m
The voter turnout rate surpassed 50% by 6:00 p.m. By this time, about 1,543,530 citizens voted, representing more than 50% of those registered on the electoral rolls. Additionally, over 264,000 voters abroad cast their votes. For comparison, during the first round of the presidential elections, the turnout at the same hour was slightly above 45%.
The participation rate is nearly five percentage points higher than the turnout in the first round of voting on October 20, and about one percentage higher than in the second round of the presidential elections in 2020. Notably, the voter turnout among residents of the Transnistrian region is the highest in the past four years, with more than 23,000 voters, significantly exceeding the turnout in the first round.
According to the Central Electoral Commission, the most active voters continue to be the elderly. Over 75% of people aged 66 to 75 and nearly 70% of people aged 56 to 65 voted. In contrast, less than 45% of voters under 45 cast their votes.
Chisinau municipality has the highest voter turnout rate. By 6:00 p.m., over half of the eligible voters in Chisinau, about 340,000 people cast their votes.
Chisinau is followed by the districts of Dondușeni, Taraclia, Ocnița, Bălți municipality, and UTA Găgăuzia reported significant voter turnout. Conversely, the Cantemir district registered the lowest voter turnout of 37% of voters.

According to the MFA, by 3:47 p.m., 200,000 Moldovans from the diaspora voted.
Cases of vote-buying in the Republic of Moldova

The General Police Inspectorate and the Central Electoral Commission (CEC) have highlighted these irregularities following the emergence of photos on social media depicting groups of Moldovans being transported to polling locations. Citizens are encouraged to report such cases to the 112 emergency service as part of efforts to safeguard the integrity of the electoral process and ensure that votes remain free from external influence.
"The authorities have gathered reasonable evidence of organized land and air transport aimed at facilitating voter turnout in Russia, Belarus, Azerbaijan, and Turkey. Additionally, violations have been reported within the country. Electoral officials have been trained to document and record all instances of electoral law violations. The commission is working closely with relevant agencies, and these cases will be thoroughly analyzed to uncover all pertinent details," stated the CEC.
National authorities are verifying evidence that suggests organized charter flights may be facilitating transportation from Russia to Belarus, Azerbaijan, and Turkey to affect voter turnout. Citizens who observe such irregularities are urged to report them through the 112 national emergency service.
"Measures are taken to protect the integrity of the electoral process and to ensure that every citizen's vote is expressed freely, without undue pressure or influence," announced the IGP.
We remind you that the organized transportation of voters to the polling station on the day of voting, to determine them to exercise their electoral rights, is sanctioned with a fine from 3 thousand to 6 thousand lei for individuals and from 9 thousand to 15 thousand lei thousands of lei for legal entities, with or without deprivation of the right to carry out a certain activity for a period of 6 months to a year.
According to the information presented by the Police, four cases of unauthorized electoral display were reported in Chisinau, Edineț and Soroca. Additionally, ten other incidents were noted, including the presence of intoxicated individuals at polling stations, conflicts, and unruly behavior.
Igor Grosu urges Moldovan citizens: We do not relax, we go out to vote
The Parliament Speaker Igor Grosu cast his right to vote. The Speaker said that he voted for the future of the Republic of Moldova, for the families of Moldovans in the country, peace, prosperity and a European future. Grosu declared that today more than ever we must be united and urged Moldovan citizens in the country and in the diaspora to mobilize and vote.
"I urge all Moldovans and we are watching carefully, although we have a good mobilization we see that organized criminal groups do not stop, charter planes from Belarus and Turkey. This means that enormous resources are being allocated that are probably beyond our imagination. The message is very simple, we are not relaxing, we are mobilizing both at home and abroad. I am addressing those from Cahul, Leova, Cantemir, Anenii Noi, Nisporeni to mobilize to vote. It is a déjà vu that a few years ago the separatist regime that has nothing to do with the democratic processes in the Republic of Moldova, especially the European one, is visible and we have evidence that the bridge is full. Manipulated, coerced, blackmailed and corrupt people are taken to vote on the right bank. That's why we must also mobilize from abroad to vote", said the Parliament Speaker.
Igor Grosu mentioned that law enforcement agencies will document all cases of corruption and transportation of voters, especially from the Eastern area.
CEC: The weakest voter turnout is attested among young people
About 30% of voters cast their right to vote by 1:00 p.m. The lowest voter turnout is recorded among young people aged between 18-25. In this context, the president of the CEC calls on them to participate in the elections.
"We urge the 126 young people who are turning 18 today to mark the event beautifully by participating in the elections. The call is also for the 1,608 who turned 18 in the period between the first and second round of voting," said Caraman.
According to the data presented by the CEC, the polling stations of Dondușeni, Rezina, Șoldănești are at the top of the polls, with over 28% of the voter turnout, in Chisinau- 28% , in Bălți - 25%, and in Gagauzia- 27% of votes. Over 13,000 voters voted in the 30 polling stations open for voters on the left side of the Nistru.
In the diaspora voting stations, the highest turnout is found in the two polling stations in Moscow - over 2,400 and 2,100 voters, in Bucharest - over 2,400 voters, and in Italy in Brescia over 1,700 citizens voted, and in Padua around 1600.
Also, Caraman announced that the General Police Inspectorate has so far reported 52 cases of violations or incidents during the electoral process. These include several cases of campaigning, cases of organized voter transportation and cases of vote-buying. Several cases of photographing the ballot paper, damaging it, or unauthorized electoral display were also documented.
Maia Sandu, after voting: "Thieves want to buy our vote and our country, but the power of the people is infinitely greater"
Maia Sandu, who aspires to a new term as president, exercised her right to vote in the presidential runoff. The PAS candidate launched a call to citizens for unity and responsibility. After voting, Maia Sandu is confident that Moldovans will choose what is best for the country and its future.
"I voted with Moldova. I trust that our citizens will make good choices for our country. They protected it from evil. Today, more than ever, we must stand together, keep our peace, keep our vote, keep our independence. Thieves want to buy our vote, thieves want to buy our country, but the power of the people is infinitely greater than any of their machinations. The power of Moldova is in each of you. We remind that the presidential runoff is held today, in the Republic of Moldova. In the ballot paper there are two candidates established in order of decreasing number of votes scored in the first round:
Maia Sandu, designated by the "Action and Solidarity Party" Political Party; Alexandr Stoianoglo, designated by the "Party of Socialists from the Republic of Moldova" political party.
The presidential runoff will be monitored by over 2,400 national and international observers accredited by the CEC.

The decision comes as a result of recent events that took place in our country, when different forms of provocations or intentions to commit certain contraventional or criminal offenses were reported.
Cernăuțeanu said that security measures are intended to ensure a fair and safe electoral process.
"We strengthened the level of activity to the guarantee of citizens, who must vote safely and have a fair election. Also, we mention that during this period we will certainly have people who have been in the attention of the police, and the law enforcement officers have not been able to identify or locate them recently. In such situations, the Police will intervene promptly to identify and document these people, or the Police do not have rest days, and the Code of Criminal Procedure of the Republic of Moldova does not regulate that on such days, the day of silence or the day of the poll, people can be absolved of contraventional or criminal liability".
In this context, the IGP informs that any violation will be documented by the law enforcement officers.
"We will certainly make every effort to guarantee and to ensure the right to vote of every citizen, and if such persons as we communicated about will be identified, after the documentation by the law enforcement officers, they can certainly vote , it is important to do it with their own consent. We recommend all citizens to behave appropriately and correctly in society, to have an electoral vote without deviations and violations", reads the statement.
CEC reports a higher voter turnout in the presidential runoff
So far, over 291 thousand voters cast their vote in the presidential runoff, which represents a rate of more than 10 percent. The President of the CEC, Angelica Caraman, said a more active presence at the polls compared to the first round, when the voter turnout was just over 7% at the same time.
"The most active presence is recorded in the Rezina constituency, where the voter turnout is over 12 percent, in Chisinau about 10%, and in the 30 polling stations open for voters on the left of the Nistru, over five thousand voters voted".
Also, the process of voting abroad is carried out under normal conditions. Caraman announced that the 21 polling stations in the United States and Canada will be opened in the next few hours, and so far, about 30,000 voters from outside the country have cast their votes.
Regarding the security of the electoral process, Caraman stated that no major incidents affecting the conduct of the elections were reported, with all security measures being implemented to protect the integrity of the vote. However, the CEC was informed about cases of organized transport of voters to certain polling stations, which are being documented by the law enforcement officers.
The General Police Inspectorate reported so far 11 cases of violations of the electoral process, among which are: two cases of photographing the ballot paper, two cases of prohibited campaigning, two cases of unauthorized electoral display, one case of organized transport of voters, a case of violation of the right to vote and three other incidents.

Promo-LEX reports 109 incidents by 09:00
By 09:00, the observers of the Promo-LEX Association recorded 141 incidents in the electoral process, of which 109 were checked and confirmed, informed the head of the mission, Nicolae Panfil.
According to observers, out of a total of 614 polling stations monitored at opening, 62 were opened a little earlier or after 7:00 am. Also, in at least 87 polling stations, the solemnity of the voting process was not ensured by singing the anthem and displaying the state flag. The majority of Promo-LEX observers assessed the performance of staff of polling stations in the opening process as good and very good.
According to Promo-LEX representatives, cases of organized transport of voters were reported.
"There is an increased activity in this regard in Istanbul. At around 7:50 a vehicle was observed within 100 meters, the vehicle moved away from the polling station as soon as the citizens got off. There is information that there are many similar cases and we will be very careful throughout the day on the organized transportation of voters," announced Panfil.
Promo-LEX also announces that among the reported incidents are the presence of electoral advertising materials within the range of polling stations; campaigning or negative PR in the 100 m perimeter and/or within the polling station to determine the voters' option; the unjustified presence of unauthorized persons in the premises and near the polling station.
Also, observers report that there is a considerable increase in voting requests at home, upon the opening of polling stations. According to the data recorded in the second round, 28,270 applications were submitted, compared to 19,944 in the first round, which represents a significant increase.
Alexandr Stoianoglo voted "for a free, stable and prosperous Moldova"
Alexandr Stoianoglo, the candidate of the Socialist Party in the presidential elections, cast his vote. He said he voted for a "free, stable and prosperous" country. In his statement, Stoianoglo reaffirmed that he advocates for the development of balanced relations with both the East and the West, advocating for fair and democratic elections.
"I voted for a free, stable and prosperous Moldova. A Moldova that respects its people, regardless of ethnicity, language spoken, religion, political vision. A Moldova that does not stand idly by, but develops relations with both the East and the West".
As for the allegations of vote-buying, Stoianoglo categorically denied these claims, noting that he and his party do not support vote-buying practices. CEC: All polling stations started their activity without major incidents
An hour after the opening of the polling stations, the electoral process is proceeding normally, announced Angelica Caraman, president of the Central Electoral Commission (CEC), in a briefing. According to her, a minor incident was recorded when some polling stations were connected to the system, but "this was promptly removed".
The President of the CEC urged the citizens to respect the electoral rules and "to contribute to maintaining a climate of order on this important day", noting that any violation of the secrecy of the vote is punishable according to the law.
Also, Caraman launched an appeal to the members of the electoral offices, emphasizing the importance of their responsibility in conducting the elections.
"On this day full of responsibility, we count on your professionalism and dedication, so that together we manage to conduct the elections by legal norms and international standards," Caraman said.
According to the information presented by the head of the CEC, the second round of voting takes place under the same conditions as the first round. Thus, 2,707,641 voters are registered in the basic electoral lists.
In the country, at 7:00 a.m., all 1,988 polling stations were opened, of which 30 stations were organized for voters residing in the towns on the left side of the Nistru.
Abroad, citizens with the right to vote are expected today at the 228 polling stations that have opened or will be open throughout the day, depending on the local time of the state.
As of 08:00 AM, voting is underway in 38 polling stations in Japan, China, India, Azerbaijan, United Arab Emirates, Belarus, Qatar, Russian Federation, Turkey, Bulgaria, Cyprus, Estonia, Latvia, Lithuania, Greece, Israel, Romania and Ukraine.
Another 135 polling stations in Central and Western Europe have started their activity.

For the second round of voting, the CEC printed 3,659,696 ballots, of which 2,820,496 ballot papers for polling stations in the country and 839,200 ballots for polling stations abroad. Of these, 2,906,891 in Romanian, 746,929 in Russian, 3,900 in Gagauz, 870 in Romanian, 991 in Bulgarian and 115 in Ukrainian.
For voting by mail, 1,809 envelopes with ballot papers were sent, and by October 31, 2024, 18:00, the electoral offices of the polling stations for voting by mail in the 3 countries received 1,447 envelopes – Ottawa ( Canada) – 436 envelopes, Washington D.C. (USA) – 790 envelopes and Stockholm (Kingdom of Sweden) – 221 envelopes.

How do we vote? What documents are required?
Voters will be able to vote based on one of the documents:
• the identity card of the citizen of the Republic of Moldova, which confirms the domicile or temporary residence of the voter on the territory of the polling station; • the provisional identity card with the mentions regarding the citizenship of the Republic of Moldova, the domicile or temporary residence of the holder; • the passport of the citizen of the Republic of Moldova, including the expired validity period.
Pupils and students can vote at any polling station in the locality where they study upon presentation of the pupil/student card issued by the educational institution in the locality where they will vote and their identity document.
