So far, plans have been made to construct 139 underground schools and several vocational training institutions.

According to authorities, 79 of these units are currently under construction, particularly in regions on the front line and in areas most affected by Russian bombings. The deadline for completion is September 1, 2025.

Kharkiv was the first Ukrainian city to open underground schools to protect students from bombings and airstrikes.

Since the start of the Russian invasion, over 400 institutions have been completely destroyed, according to data from Ukraine’s Ministry of Education. At the beginning of the school year in September 2024, at least 12 schools were damaged in just three days.
