Moldova’s internal displacement crisis amid energy shortage
In the Republic of Moldova, the issue of internal displacement, often overlooked, is once again in the spotlight, particularly in the context of the severe energy crisis in the Transnistrian region.

These individuals, forced to flee due to abuse and threats, lack adequate protection from the state, as stated by lawyer Vadim Vieru in an opinion piece published by Promo-LEX.
The author of the article notes that there is currently no clear legislation to protect citizens from the left bank of the Dniester, and their access to shelter and essential services is limited. This situation is aggravated by the energy crisis, which particularly impacts vulnerable individuals, including the displaced.
Furthermore, lawyer Vadim Vieru mentions that many of these individuals face practical challenges, such as the lack of legal housing, poor living conditions, and the absence of quick institutional responses in emergencies.
In the face of these challenges, the authorities must swiftly adopt legislation for internally displaced persons, establish an effective coordination mechanism between the state and NGOs, and guarantee access to shelter and energy resources. The article's author proposes that internally displaced persons from the Transnistrian region require additional support amid the energy crisis.
To address this crisis, prompt action and solidarity are vital, and the involvement of international partners can significantly aid in the recovery of the situation. Vadim Vieru argues that "now is the time" for the authorities to take responsibility for protecting these individuals and ensuring their safety.
The article's author proposes the quick drafting and swift adoption of legislation concerning internally displaced persons (IDPs). This legislation should include: a clear definition of IDPs; the explicit right to shelter and support services; the establishment of a national responsible body; state funding for adapted accommodation centers; and flexible procedures allowing for emergency intervention.
Vadim Vieru also suggests, among other things, the creation of a unified coordination mechanism. In the context of the energy crisis, the lawyer stresses the importance of a "crisis cell" that includes representatives from ministries, civil society, and international partners.
Another crucial aspect would be additional protection amid the energy crisis. The author highlights that IDPs should be prioritized for heating subsidies, for the transportation and distribution of firewood in rural areas, and for any temporary energy-saving measures.
