Chisinau and Tiraspol officials discuss freedom of movement and media restrictions

On Tuesday, political representatives from Chisinau and Tiraspol gathered at the OSCE Mission office in Bender to address the most current topics on the agenda. Oleg Serebrian, the Deputy Prime Minister for Reintegration, emphasized the need to respect human rights in the Transnistrian region. He advocated for ensuring free movement of citizens, removing restrictions on journalists' activities in the left bank of the Nistru, and eliminating unauthorized checkpoints and obstacles within the Security Zone.

According to a government statement, the chief negotiator from Chisinau raised the issue of Moldovan citizens being illegally detained in places of deprivation of liberty in the region. He emphasized that investigations into these cases should be conducted solely by constitutional law authorities. Oleg Serebrian stressed that their release must be unconditional, and Tiraspol needs to eliminate the grounds for the persecution and illegitimate imprisonment of citizens, including the repeal of so-called regulations related to the fight against "extremism."

Additionally, the representative from Chisinau reminded that written guarantees and confirmations are awaited from Tiraspol regarding the transfer of the complex of buildings located at 14 Gagarin Street in Rabnita to the Ministry of Education and Research, which is intended for the "Evrika" Theoretical Lyceum.

About Tiraspol's reiteration of the proposal to finalize and formalize a draft declaration by the political representatives aimed at peaceful settlement and addressing all existing issues, it was noted that the parameters for any settlement should be based solely on respect for the sovereignty and territorial integrity of the Republic of Moldova.

The political representative from Tiraspol continues to assert that the criminalization of separatism acts as an obstacle to the negotiation process and to participation in working meetings at the headquarters of the OSCE Mission to the Republic of Moldova in Chisinau. In response, Oleg Serebrian pointed out that such barriers do not currently exist and emphasized the necessity of observing the principle of rotation so that meetings can be held in Chisinau, Bender, and Tiraspol, with the involvement of interested parties from both banks of the Nistru.

The recent meeting in Bender was attended by the Special Representative of the OSCE Chairman-in-Office for the Transnistrian Settlement Process, Thomas Lenk, and the Head of the OSCE Mission to the Republic of Moldova, Ambassador Kelly Keiderling.

We remind you that the meeting in the 1+1 format, which was scheduled for April 3 in Chisinau, was blocked by Tiraspol. The official reason provided by the political representative of the Transnistrian region was the extensive number of issues on the negotiation agenda.
