Judicial vetting in Moldova: 31% pass rate reported

The Judicial Evaluation Commission announced it has completed external assessments for 16 sitting judges and legal professionals applying for vacant positions at the Courts of Appeal and the Supreme Court of Justice (SCJ).

On Friday, the evaluation reports for the 16 candidates were submitted to the Superior Council of Magistracy (SCM), along with recommendations for their promotion.

The candidates who passed the external assessment and are nominated for appointment to the Supreme Court of Justice are Dumitru Calendari, Iurie Chirica, Alexandru Negru, and Gheorghe Stratulat.

For the Northern and Southern Courts of Appeal, the proposed candidates are Ghenadie Liulca, Andrei Mironov, Elena Grumeza, Vitalie Movilă, and Grigore Colev. For the Central and Northern Courts of Appeal, the nominations include Eleonora Badan-Melnic, Andrei Cașcaval, Diana Corlăteanu, Serghei Dimitriu, Ivan Parii, Elena Bolocan, and Violeta Gîrleanu.

In each case, the Commission concluded there were no concerns about the financial or ethical integrity of the individuals assessed, according to a statement issued by the Judicial Evaluation Commission.

Judicial vetting: Only 31% of those evaluated passed. The process will continue through the end of the year.

Since its inception, the Judicial Evaluation Commission has received 180 files for review. Of these, 58 individuals either resigned or withdrew from the selection process, and four had previously passed the pre-vetting stage. To date, the Commission has completed 88 assessments, with another 30 currently in progress.

President Maia Sandu stated Thursday evening on Pro TV that since the start of the financial and ethical integrity assessments, one-third of the judges have left the system, most due to concerns over integrity.
