Civil status documents will now be issued electronically. Birth, marriage, divorce, and death certificates will only be printed on paper if the interested party requests them.

A draft law voted on June 19 in the first reading aims to eliminate the requirement for using paper documents and replace them with electronic documents. According to this proposal, civil status certificates will be issued in electronic file format (PDF), containing information from the "Civil Status Acts" Information System.

These electronic documents will include a QR code that can be verified online, allowing public authorities and private institutions in the Republic of Moldova to avoid asking citizens for proof of civil status events or registrations. Information will be accessible through electronic channels, such as the MConnect interoperability platform or SIC Access-Web.

Additionally, applications for marriage registration can be submitted electronically via the single portal for public services. Alternatively, one of the spouses may file the application in person using a paper form at the office of the authorized authority.

The draft law also stipulates that registrations for marriage, divorce, or death can be completed at any authorized authority, including the Public Services Agency, local public administration authorities, diplomatic missions, or consular offices of the Republic of Moldova, thus excluding the principle of territorial jurisdiction.

This law is scheduled to be voted on for a second reading in Parliament and will take effect on September 1, 2025.
