The statement of the head of NATO was made in the context in which, at the meeting of defense ministers that ended on Wednesday, Kiev received a promise from the NATO states that at least 48 German Leopard 2 tanks will be transferred to it, fewer than those previously estimated. Jens Stoltenberg believes that eventually the war in Ukraine could end at the negotiating table, but that depends on how well Ukraine is strengthened on the battlefield.
