Expert at Radio Moldova: "Modernization of road infrastructure is more important than building new roads"

The Republic of Moldova requires the rehabilitation and modernization of its existing road infrastructure rather than just the construction of new roads. This viewpoint is expressed by Andrei Cuculescu, the former director of the State Road Administration (ASD) and expert in the field of roads.
Andrei Cuculescu stated on the “Zi de Zi” program on Radio Moldova that all localities are connected to regional centers and the country’s basic network. He emphasized that while constructing new roads is not a priority, modernizing the existing network is essential. This includes widening roads, adjusting curve radii, and reducing slopes.
Regarding the quality of roads repaired under the government program “Europe is Close”, Cuculescu noted that, with support from the European Investment Bank and the European Bank for Reconstruction and Development, seven road modernization projects are currently underway, covering about 150 kilometers across several districts. Some sections, like Hâncești–Leușeni, have already been completed, while others are just beginning. The goal of these investments is to modernize infrastructure rather than focus solely on capital repairs.
Additionally, approximately 2 billion lei are being allocated for repair and maintenance work. This includes the application of thin asphalt layers of about 5 cm, using Slurry Seal technology. Cuculescu explained, “This method isolates cracks and extends the life of roads by 5-6 years. Such work should be done on a large scale, but this year it has been nearly nonexistent.”
The road network in the Republic of Moldova consists of 6,000 km of national roads, of which over 3,000 km are regional roads. The condition of these roads is concerning, with about 1,000 km still unpaved, consisting of gravel and pebbles. During the summer, these roads generate a lot of dust, while in winter, they create splashes of water and limestone, making traffic challenging. Cuculescu highlighted that at least 1,100 km need modernization through asphalting, concreting, or the use of cold asphalt.
He added that only 100 to 200 km of degraded road sectors are rehabilitated annually, indicating that the interventions are insufficient. A smooth road without bumps reduces vehicle operating costs. Cuculescu mentioned, "On a degraded road, transport costs increase by 20–25%, regardless of whether it’s buses, trucks, or cars."
In another context, Cuculescu expressed that the budget for winter maintenance, totaling 115 million lei, is excessively high. He noted, “The cold season is approaching, and the funds may not be fully utilized. Most likely, they will be reallocated to other areas.”
After last month's adjustments, the Road Fund's 2025 budget is 2.6 billion lei.
