Alexandru Munteanu announces new e-commerce taxes in Moldova

Moldova's Government prepares major e-commerce changes by adjusting the customs regime for parcels ordered from international platforms like Temu and AliExpress.

Prime Minister Alexandru Munteanu stated that imposing new customs duty and fees is "necessary" for both economic vitality and national security. The Ministry of Finance is actively finalizing the new regulatory framework for Moldova online shopping regulations, and the measures are expected to be announced shortly.

Munteanu confirmed the Government's plan to introduce a parcel tax in Moldova covering goods ordered by citizens from platforms like Temu and AliExpress. This move is designed to close a significant regulatory loophole that has persisted until now.

“We are discussing with the Ministry of Finance how to effectively regulate this activity,” the Prime Minister told Jurnal TV. “There are obviously many safety concerns—what exactly is contained in those parcels. But there is also the economic aspect that urgently requires regulation. Therefore, we will be making some decisive changes.”

The head of the Executive stressed that the state cannot maintain this current unregulated status given the escalating volumes of imported parcels and the associated commercial risks.

“Currently, the Republic of Moldova imposes no taxes whatsoever,” Munteanu clarified. “These new parcel taxes in Moldova, based on all our discussions with the Ministry of Finance, are essential. We haven't finalized the framework yet, but as soon as we do, we will promptly inform all consumers.”

The Prime Minister indicated the new rules will focus on two core issues. First, the safety of parcels, preventing the entry of non-compliant or hazardous products. Second, economic fairness, addressing the unfair competition faced by local operators from platforms that ship tax-free and control-free goods.

"The final e-commerce changes and regulations will be presented to the public immediately after the Ministry of Finance finalizes the legal framework," Munteanu affirmed.

The necessity for introducing the Temu AliExpress taxes stems from the massive, rapid growth of these platforms in Moldova. Deliveries have become a near-daily occurrence, pushing the external parcel traffic volume beyond historical records.

Online shopping has surged in popularity among Moldovans, driven by low prices and the convenience of free shipping. As Asian platforms rapidly gain market share, domestic physical stores are fighting for survival. Local entrepreneurs must quickly adapt their business models to retain customers or risk business closure.

According to data from Poșta Moldovei (Moldova Post), the number of parcels ordered online has at least tripled during the first six months of the current year. Strikingly, 88% of these products originate from China, with popular categories including clothing, footwear, electronics, and home appliances.
