Simpler rules for businesses: Parliament streamlines 26 permissive acts

Parliament has approved a draft law in its first reading that simplifies the issuance procedures for 26 permits. This measure aims to reduce bureaucracy and enhance the business environment, particularly for small and medium-sized enterprises.

The draft law was created by PAS MPs Dorian Istratii and Ilie Ionaș, who argue that the proposed changes will significantly streamline administrative processes. According to the accompanying note, "by simplifying procedures, eliminating redundant requirements, and reducing mandatory documentation, economic operators will benefit from clearer, faster, and less expensive processes."

The document proposes amendments to 23 laws to simplify procedures and reduce the number of required documents for certain permits. Additionally, the draft introduces one-stop solutions and ICT tools, extends the validity period of various permits, and reduces the issuance time for several types of documents.

In the previous 11th legislature, Parliament adopted a draft law that resulted in the elimination or transformation of 33 permits into non-permissive procedures. For 53 other permits, the issuance processes were simplified, reads a press release from the Legislative.

These new measures are part of the Reform Agenda of the Growth Plan 2025–2027, which aims to eliminate at least 20 permits and revise at least 80, in line with EU regulations and the principles of more efficient governance.

Parliament will review the draft law during its second reading.
