Over 600,000 Moldovan households receive winter energy compensation

Moldova’s National Social Insurance House (CNAS), the main social security body, has financed the November 2025 energy compensation payments.
The aid is granted in the form of a direct monetary payment. The total allocation, which is equivalent to approximately $25.2 million USD, exceeds 454 million Moldovan lei. Beneficiaries can collect the money after processing via the government’s MPay electronic payment service.
CNAS confirmed the financing was executed based on an approved government regulation regarding monetary heating aid. The amounts were calculated using data on beneficiaries and vulnerability provided by the Ministry of Labor and Social Protection.
Minister Natalia Plugaru stated that the massive support program will reach over 600,000 vulnerable households (representing more than 1.2 million people, or roughly one-third of Moldova's population) during the cold season 2025–2026. Specifically, 605,538 households out of the approximately 783,000 registered on the compensatii.gov.md platform qualified for the governmental "Aid at the Meter" Program.
Beneficiaries can now check their specific compensation amounts online starting December 12. After logging in to the compensatii.gov.md platform, each person can view their granted amount and the calculation method in their personal account.
Winter Support Fund Rules Tightened For the current cold season, compensations are set individually for each household based on consumption, degree of vulnerability, and the primary heating source. Under the new rules approved by the Government on December 3, the maximum monthly ceiling for subsidized thermal energy, natural gas, and electricity was reduced. The cap moved from 1,400 lei (approx. $78 USD) to 1,000 lei (approx. $55 USD), a reduction of about $23 USD. A separate ceiling of 800 lei (approx. $44 USD) was established for solid fuels.
The financial support covers the period from November 2025 through March 2026. In the previous cold season, over 720,000 families (more than 1.5 million people) benefited from compensations, for which the Government allocated 2.69 billion Moldovan lei (approximately $149 million USD).
