Zelenskyy and Trump near 100% agreement on U.S.-Ukraine security framework

Ukraine must receive ironclad security guarantees immediately upon the cessation of hostilities. European Commission President Ursula von der Leyen delivered this message on Sunday, December 28, following high-level discussions with U.S. and Ukrainian leadership.

The Commission President described a "constructive hour-long call" involving Donald Trump, Volodymyr Zelenskyy, and several European heads of state. The leaders focused on the peaceful settlement of the ongoing conflict and the results of recent U.S.-Ukraine negotiations.

"Good progress has been made, and I welcome it. Europe stands ready to work with Ukraine and our American partners to solidify this momentum," von der Leyen stated. She emphasized that "robust security guarantees from day one" remain the paramount priority for these efforts.

A multilateral diplomatic push

The call featured a significant lineup of international leaders, including German Chancellor Friedrich Merz, French President Emmanuel Macron, and UK Prime Minister Keir Starmer. Also participating were Italian PM Giorgia Meloni, Polish President Karol Nawrocki, Finnish President Alexander Stubb, and NATO Secretary General Mark Rutte.

During a joint press conference with Donald Trump, President Zelenskyy expressed total confidence in the emerging framework. He noted that security guarantees between the U.S. and Ukraine are "100% agreed upon."

Zelenskyy further indicated that the broader security architecture involving the U.S., Europe, and Ukraine is nearing finalization. President Trump added that Europe will assume a significant share of security responsibilities, while Washington remains ready to provide additional support.

Potential referendum on the horizon

Discussions between Trump and Zelenskyy on December 28 covered several critical pillars. These included the creation of a demilitarized zone in eastern Ukraine, the management of the Zaporizhzhia Nuclear Power Plant, and administrative control over the Donbas region.

President Zelenskyy signaled his willingness to put the proposed peace plan to a national referendum. This move would be contingent on Russia agreeing to a ceasefire lasting at least 60 days.
