Moldova’s healthcare integration: medical diplomas and patient rights set for EU alignment

Moldovan medical professionals will soon have their qualifications recognized across the European Union.

This follows the submission of two landmark legislative packages by Chisinau to the European Commission on December 30.

The reforms also grant Moldovan citizens the right to access healthcare services within EU member states. Svetlana Nicolaescu, Deputy Secretary General of the Ministry of Health, confirmed these steps are vital for the 2026 accession negotiation phase.

New framework for professional mobility

The first legislative package focuses on the certification of medical staff and the formal recognition of professional qualifications. This initiative aims to foster labor mobility while ensuring a unified standard of medical expertise between Moldova and the EU.

The second package establishes a legal basis for cross-border healthcare. It is specifically designed to protect the rights of patients seeking medical treatment in European hospitals.

Modernizing medicine and public health

Throughout 2025, Moldova overhauled its laws on tobacco control and pharmaceutical quality. These updates align national drug safety standards with European practices, ensuring patients have better access to certified treatments.

New technical regulations were also approved for drinking water, cosmetics, and occupational health. These measures bridge the gap between national safety protocols and the strict requirements of the European Single Market.

Strategic cooperation and 2030 goals

Moldova has successfully completed the EU screening process for the health sector. This achievement allows the government to draft technical positions for the negotiations scheduled to begin in 2026.

Chisinau has also deepened ties with the European Centre for Disease Prevention and Control (ECDC). Cooperation is expanding through the EU4Health program, focusing on oncology, chronic disease prevention, and rapid response to public health threats.

"Moldova remains firmly committed to building a healthcare system aligned with European standards for the benefit of all citizens," Nicolaescu stated. The country maintains its strategic goal of full EU membership by 2030.
