Undeclared business in Moldova: 544 fined, nearly one million lei collected”

A total of 544 individuals were caught by tax inspectors for engaging in illegal entrepreneurial activities in 2025. The fines imposed in these cases totalled 964 thousand lei.
In most cases—384, which is nearly 71%—individuals were found to be illegally selling goods, including online. The total fines imposed on these individuals amounted to over 662,000 lei.
Among those with the highest offences were people offering services without the proper authorisation, including taxi drivers.
The fines for these illegal entrepreneurs ranged from 1,500 to 4,500 lei.

The State Tax Service reports that inspector checks are designed to bring individuals engaged in illicit business activities into the legal economy.
The agency emphasizes that the impact of the shadow economy affects society as a whole by diminishing the funds available for essential services. It encourages citizens to report any irregularities to the authorities to help create a fair and safe economic environment.
