Chisinau real estate plunges: Apartment sales down 78.5% in the last quarter of 2025

Chisinau has experienced a significant decline in real estate transactions. Data from the Real Estate Cadastre reveals that only 999 apartments were sold in the fourth quarter of 2025, a stark contrast to 4,647 sales during the same period the previous year. This represents a 78.5% decrease in transactions.

“Nearly four out of five buyers have exited the market. Why is this happening? People are becoming more cautious, loans are still expensive, and prices remain high. Many individuals prefer to wait rather than take on long-term debt during this uncertain economic period,” explained economic expert Marin Gospodarenco.

According to Gospodarenco, this trend is not just a temporary pause in the market, but a clear indication that the current real estate market model no longer aligns with actual purchasing power.

“The question is no longer whether the market will adjust, but how and how quickly it will do so,” he pointed out.

The authorities acknowledge that the real estate market in Chisinau is currently experiencing a period of stagnation.

In the second quarter of this year, the number of sale-purchase transactions dropped by approximately 65%, continuing the downward trend observed in the previous two quarters.

Despite this decline in transactions, apartment prices have continued to rise, reaching an average of over 1,700 euros per square meter.

The real estate market in the Republic of Moldova has been affected by the influx of Ukrainians fleeing the war, many of whom have invested in purchasing housing in the capital, Chisinau. This was recently highlighted by Victoria Belous, the deputy chairwoman of the parliamentary committee on economy, budget, and finance, and former head of the State Fiscal Service.

Additional factors contributing to the increase in apartment prices include a decline in construction activity, rising land and building material costs, and an increasing number of economic agents adhering to the legislation and paying taxes and fees to the state.
