Japan to fund TRM modernization: Parliament approves strategic media grant

The Parliament of the Republic of Moldova gave its initial approval on February 5 to a 192 million yen grant from the Government of Japan. The funding, totaling approximately €1.05 million (approx. 21 million MDL), is earmarked for technical consultancy and high-end equipment procurement for Teleradio-Moldova (TRM).

The financial assistance will be channeled through the Japan International Cooperation Agency (JICA). State Secretary of the Ministry of Culture, Marcela Nistor, emphasized that the grant aims to modernize the public broadcaster's production capabilities.

Strategic infrastructure upgrades

The funding will specifically target the modernization of the Moldova 2 channel and the national music studio used by the TRM National Symphony Orchestra. This includes the acquisition and installation of state-of-the-art television production hardware.

Beyond technical upgrades, the project focuses on content quality. According to official statements, the investment will allow the broadcaster to diversify its programming, enhance educational opportunities, and foster national social cohesion.

Operational oversight and transparency

While the specific ratio between consultancy and equipment costs remains at the discretion of Japanese partners, the agreement ensures rigorous monitoring. JICA will oversee the implementation and use of funds throughout the project duration.

The equipment is expected to be sourced from Japanese or Moldovan suppliers, though JICA may expand these procurement options. The project received broad political support, passing its first reading with 78 votes in favor.

Commitment to reform

TRM Deputy Director General, Andrei Zapșa, previously noted that Japan’s support validates the broadcaster's recent reform efforts. The grant follows high-level discussions held in Tokyo in late 2025 regarding the operationalization of the project.

The agreement now moves toward its final vote in Parliament. This follows the Moldovan Government's formal ratification of the deal on January 14, 2026.
