Minister Osmochescu unveils ‘unprecedented’ reform to align Moldova with EU business standards

Moldova is preparing a systemic structural overhaul for 2026 aimed at dismantling bureaucratic barriers and simplifying state inspections. Minister of Economic Development and Digitalization, Eugeniu Osmochescu, described the upcoming measures as a definitive move toward a predictable and transparent investment climate.

The reform builds on a legislative package adopted in December 2025, which has already generated annual savings of approximately €13.5 million (approx. 264 million MDL) for the private sector. These funds are intended to remain within companies to stimulate internal reinvestment.

A massive legislative audit

For 2026, the Ministry has announced an extensive review of all permissive acts and regulatory frameworks. The objective is to eliminate burdensome rules that currently hinder market entry and operational efficiency.

“We are examining every existing regulation to establish clear rules of the game for the private sector,” Osmochescu stated. This audit is a critical step in aligning Moldova’s national legislation with European Union standards, ensuring long-term legal stability for foreign capital.

Efficiency over volume in digitization

While 75% of public services for businesses are already digital, the Ministry is shifting focus toward "high-impact workflow digitization." The new strategy targets the complete lifecycle of business procedures rather than isolated administrative tasks.

According to the Minister, digitization is no longer a goal in itself but a strategic tool to reduce the time and costs incurred by entrepreneurs. This pivot follows a comprehensive mapping of existing digital gaps within the current system.

Tangible impact on investment

The drive for simplification is already yielding data-backed results. Official figures indicate that investments grew by 22% during the last two quarters of 2025.

“Clear rules translate into credibility,” Osmochescu noted, dismissing criticism regarding the pace of reform during the administration’s first 100 days. He emphasized that 2026 and 2027 will show the full impact of these structural changes.

The Ministry has set a firm deadline of 2028 to fully implement a transparent and predictable regulatory framework. For the business community, 2026 stands as a pivotal year that will determine if Moldova can successfully transition to a high-competitiveness economy.
