Parliament approves plan to review 354 draft laws in 2026

The deputies will review a total of 354 draft normative acts this year. Of these, 314 projects are included in the National Program for the Republic of Moldova's Accession to the European Union for the years 2025–2029. Additionally, they will consider the ratification of 18 international treaties and a series of acts resulting from the implementation of decisions made by the Constitutional Court. They will also review 48 annual reports from public authorities and institutions. The legislative program for 2026 was approved during the plenary session on February 26.
The document was created in collaboration with the Ministry of Foreign Affairs and the State Chancellery. Its purpose is to establish a thorough planning mechanism, align the legislative agenda with that of the executive branch, enhance the quality of normative acts, and strengthen citizens' trust in the lawmaking process through increased transparency.
The draft decision regarding the approval of the Parliament's Legislative Program for 2026 states that, at the Government's request, deputies will prioritize examining draft normative acts developed to harmonize national legislation with European Union legislation.
Additionally, draft normative acts not included in the Legislative Program, but submitted by entities entitled to legislative initiative will still be reviewed by Parliament without requiring amendments to the Program.
The European Commission's Enlargement Report, released on November 4, 2025, specifically urges Parliament to adopt annual legislative plans. According to the Legislature, these plans are essential for streamlining the legislative process, regulating all areas of social relations, eliminating legislative gaps, and ensuring strategic planning of parliamentary activities.
