Moldova scales up green transition with new €10M residential energy fund

The Republic of Moldova will open a new funding round for its "Casa Verde" (Green Home) program on March 18. This initiative aims to provide energy renovation grants to an additional 1,000 households across the country.

Managed by the National Center for Sustainable Energy (CNED), the program offers non-reimbursable grants covering up to 50% of eligible costs. Individual homeowners can receive up to €10,250 (approx. 200,000 MDL) to improve energy efficiency and reduce utility bills.

Strategic funding and territorial balance

The total budget for this call is €10.2 million (200 million MDL). To ensure equitable development, CNED has implemented a territorial balance: 30% of funds are reserved for the capital, Chișinău, while 70% are allocated to other administrative regions.

"We plan to provide financing for 1,000 households nationwide," stated Ion Muntean, Director of CNED. "This ensures more families can benefit from modernized, energy-efficient housing."

Broadened eligibility and proven impact

The 2026 edition has expanded its reach, now allowing families without children to apply. Eligible works include thermal insulation for walls and roofs, high-efficiency windows, heat pumps, and biomass boilers.

Solar panels with battery storage are also covered, provided the home has already met insulation standards. This "efficiency first" approach ensures that generated energy is not wasted on poorly insulated structures.

A streamlined digital process

Beneficiaries from previous rounds, such as Vladimir Florea from Suruceni, report significant gains. He utilized the grant to install a 10 kW solar inverter and a 21 kW storage system. "The program covered half of my investment. The process was surprisingly simple and transparent," Florea noted.

Applications are submitted exclusively online via the feerm.md platform. Once approved by the Finance and Risk Committee, homeowners can begin work, with grants paid in a single installment following a final inspection.
