Bălan, SIS deputy, on trial for state secrets leak; first hearing April 15

Alexandru Bălan, the former deputy head of the Intelligence and Security Service (SIS) in Chisinau, is currently the subject of a criminal case for disclosing state secrets. The first court hearing is scheduled for Wednesday, April 15, at the Chisinau Court in Buiucani.

From the courts' official website, we learned that the criminal case against Alexandru Bălan was registered on April 14, with the first hearing scheduled for tomorrow.

The charges against him involve the disclosure of state secrets, an accusation that is also being pursued in Romania.

Bălan, a former deputy head of the Intelligence and Security Service (SIS) who holds dual citizenship in Moldova and Romania, was detained on September 8, 2025, in Timișoara. He is accused of leaking state secrets related to Romania to Belarusian intelligence services. After several months in preventive detention, he was later placed under house arrest.

The operation to detain him was carried out under the auspices of EUROJUST, in cooperation with the intelligence services of the Czech Republic, Poland, and Hungary. In the final stages of the investigation, the secret services from Chișinău were also involved.

Bălan served in various roles at SIS, including head of counterintelligence, and was promoted to deputy director in 2016. Reports from the Chisinau press have alleged that he was involved in the repression of the anti-communist protests in 2009, as well as in the escape of Russian blogger Eduard Baghirov, who was under investigation for organizing the protests on April 7.
