EU sanctions 28 targets to safeguard Moldova

The Council of the European Union has officially extended restrictive measures against 23 individuals and five entities for actions aimed at destabilizing the Republic of Moldova. These sanctions, designed to counter threats to the nation's sovereignty and independence, will now remain in effect until April 29, 2027.
The list includes high-profile figures such as Vladimir Plahotniuc, Ilan Șor, and Evghenia Guțul, alongside organizations like "Evrazia" and the Moldova Cultural-Educational Centre in Moscow. Under these measures, all assets belonging to the targets within the EU are frozen, and any financial interaction with them is strictly prohibited.
Impact of financial and travel restrictions
In addition to the financial blockade, the sanctioned individuals are subject to a travel ban. This prevents them from entering or transiting through any European Union member state, effectively isolating those accused of undermining Moldova’s democratic institutions.
The European Council reaffirmed its commitment on October 23, 2025, to bolster Moldova’s resilience. This support is critical as the country faces persistent hybrid attacks and destabilizing activities orchestrated by Russia, which pose a direct threat to the security of the EU's external borders.
Strengthening democratic resilience
Initially introduced in April 2023 at the request of Chisinau, these sanctions target those who subvert the rule of law and stability. The EU remains a steadfast partner in securing Moldova’s energy supplies and economic stability amidst regional aggression.
