Post-vetting changes: Marcel Dumbravan will propose reform plan for the Anti-Corruption Prosecutor’s Office

The Anticorruption Prosecutor's Office (PA) will undergo reforms following the completion of an extraordinary evaluation process for prosecutors. The chief prosecutor of the institution, Marcel Dumbravan, has announced plans to propose structural changes. These changes are a response to the complexity of the cases being handled and the current staff shortage.

“The vetting process is still ongoing. At this stage, we do not know how many prosecutors will remain in office. Together with the Prosecutor General, we are taking measures to bring in more prosecutors through secondments to the Anticorruption Prosecutor’s Office, as we are handling complex cases,” Dumbravan stated during a press conference on April 23.

According to staff lists, the Anticorruption Prosecutor’s Office should have 54 prosecutors, but currently only 22 are employed. Additionally, 15 prosecutors have been seconded from other prosecutor’s offices.

“Let’s first see the outcome of the vetting process. After that, I will propose a reform formula for the Anticorruption Prosecutor’s Office, taking into account the priorities and criminal cases under examination,” the head of the PA said.

Marcel Dumbravan clarified that the Anticorruption Prosecutor's Office comprises two criminal investigation departments, each headed by a deputy, as well as a Judicial Department responsible for supporting state prosecutions in first-instance cases and at the Court of Appeal, where over 220 criminal cases are pending.

“It is no secret that the Anticorruption Prosecutor's Office is inclined to merge with the National Anticorruption Center. We have also worked on a draft law in this regard. If the legislator is willing to return the criminal investigation body to the Anticorruption Prosecutor's Office, some changes will be necessary in the office's organizational structure,” the chief prosecutor explained.

Also, Dumbravan mentioned that the Anticorruption Prosecutor's Office is one of the institutions responsible for reporting progress toward European integration, highlighting the need for staff specialization.

“Our cases are also observed outside the Republic of Moldova, and they garner major interest from the European Union,” added the head of the PA.

The Chief Prosecutor noted that he will detail his proposals in the near future and hopes that the reform will take place this year.

It should be noted that Marcel Dumbravan was designated as the winner of the competition organized by the Superior Council of Prosecutors (CSP) on June 23, 2025, following the resignation of Veronica Dragalin. He began his role as Chief Prosecutor on September 1, after ensuring the interim position for several months.

The external evaluation commission for prosecutors determined that Marcel Dumbravan has no ethical or financial integrity issues, and its report was approved by the CSP on August 21.
