Fake investment scams among top online frauds: over 1,750 cases in 2025

Online scams are increasingly sophisticated and common, particularly fake investments, which are at the forefront of cybercriminal schemes. Authorities warn that the number of cases has risen significantly within a single year, and the financial damages have nearly doubled.

Iurie Rosca, head of the Center for Combating Cybercrime within the General Inspectorate of Police (IGP), stated that scams related to fictitious investments are currently the most prevalent, not only in the Republic of Moldova but also worldwide.

“Today, these scams often use AI software that generates video clips, images, and even telephone conversations. Citizens receive calls from purported representatives of banks and investment companies who claim they can earn quick profits. These individuals psychologically manipulate people by suggesting they could win significant amounts of money,” Iurie Rosca explained in an interview with journalist Natalia Mogâldea on the show "Dimineata cu Radio Moldova."

Statistical data underscores the magnitude of this issue: in 2024, approximately 1,100 cases were reported; by 2025, this number had risen to over 1,750, and material losses had escalated from 130 million to 270 million lei in the last year alone.

Authorities attribute this increase to a natural desire among people to enhance their incomes, coupled with low levels of financial education and the use of modern manipulation technologies.

“Every citizen hopes to increase their income. We're witnessing inadequate financial education among citizens. Scammers exploit advanced technologies; they publish manipulated photos and videos featuring well-known figures, including public officials and law enforcement agents, using Artificial Intelligence. As a result, it becomes very challenging for citizens to discern what is real and what is fake,” Rosca added.

Experts caution that anyone can fall victim to these criminals, regardless of their age or digital proficiency. Common methods employed by scammers include:

“Anyone can easily become a target for these criminals. It is crucial for individuals to be cautious before responding to advertisements on social media. Remember, no one simply gives away money; do not provide personal or banking details on dubious links or websites, and never allow the installation of remote control applications on your devices,” advised the police representative.
