Minister Plugaru: More social experts, fewer administrators
The Moldovan Government has approved a structural reorganization of 25 public institutions under the Ministry of Labor and Social Protection. The move eliminates 47 senior administrative positions to reallocate resources toward frontline social assistance.

Minister Natalia Plugaru confirmed the liquidation of 25 directors, three deputy directors, and 19 chief accountant roles. These positions will be converted into specialized staff, including child rights experts, foster parents, and community home personnel.
Impact on local administrations
Regional centers, such as "Viața cu Speranță" in Bălți, will lose their independent legal status. While some interim managers expressed concerns over reduced salaries and loss of autonomy, others welcome the integration.
Oxana Orghian, director of the Tănătari Elderly Care Home, noted that the reform introduces essential specialized roles. Under the new South-East Territorial Agency management, institutions will finally employ massage therapists, occupational therapists, and physiotherapists.
The RESTART Reform framework
Launched in 2024, the RESTART Reform aims to subsidize and standardize social services nationwide for vulnerable populations. The initiative is supported by international partners, including grants from the Czech Development Agency.
