Authorities pledge major investments to boost business development

The government plans to invest 4.26 billion lei over the next two years to foster entrepreneurship and enhance competitiveness through a program approved on Wednesday.
“The program for 2026–2027 introduces changes aimed at modernizing the business environment, enhancing European economic integration, promoting digitalization, developing a circular economy—which is a new area for us—and supporting small and medium-sized enterprises (SMEs), as well as stimulating investments and exports,” said Deputy Prime Minister and Minister of Economic Development and Digitalization, Eugeniu Osmochescu.
Authorities estimate that the number of employees in small and medium-sized enterprises will increase by 17,800 by 2027, and the number of newly created enterprises will be 7% higher than in 2022.
Eugeniu Osmochescu emphasized that the program simplifies existing regulations and reduces bureaucracy, thereby facilitating access to financing, enhancing competitiveness, and promoting the development of sustainable and innovative business models.
By 2027, the volume of non-repayable financing for business start-ups through the Entrepreneurship Development Organization (ODA) is expected to more than triple compared to 2024. Additionally, the total balance of loans granted to the SME sector, supported by financial guarantees from the ODA, is projected to reach 4.5 billion lei, with investments in the economy anticipated to be at least 60% higher.
“Another important aspect is that the approved amendments encourage actions that enable enterprises from the Republic of Moldova to engage more actively in European programs, such as the Single Market Program, the Enterprise Europe Network, and the Erasmus program for young entrepreneurs,” the Deputy Prime Minister said.
The total cost of implementing these initiatives over the next two years is estimated at 4.26 billion lei, with 3.56 billion coming from budget allocations and nearly 700 million sourced from other means. Authorities need to identify an additional 180 million lei for which there is currently no financial coverage.
